The premise of the puzzle involves solving cryptic crossword clues. While the cryptic mechanics are vanilla, the definitions are based on those from golf lingo rather than the commonly used ones.
Initially doing the indices leads to a clue phrase to search for the women's PGA winners, which would make use of the numbers that indicate which winner to use. The length of the winner equals the number of words in the cryptic clue, which always include one word starting with an O. The corresponding letter of the name can be pulled to give the answer.
